MINUTES OF MEETING
PAKISTAN GEOSCIENCE COUNCIL (PGC)
SUBJECT: 2nd all Pakistan Geoscience Council Meeting (Online)

ALREADY FLOATED AGENDA POINTS:
Purpose: The objective of this meeting is to align all stakeholders on the vision for reviving the National Geological Society of Pakistan (NGSP) and to establish committees that will work toward the ultimate goal of forming the Pakistan Geoscience Council (PGC). Probable Usage of Geoscientist society GBs Platform for the Purpose.
1. Opening and Welcome: A brief welcome and introduction to the meeting's core purpose.
2. Overview of Efforts (2018 to present): A concise review of all past movements and initiatives from 2018 to the present.
- Reminder: Each participant is limited to a maximum of three minutes per turn to ensure a focused discussion.
3. Committee Formation for Revival and Establishment: The following ad-hoc committees will be formed to drive the movement forward:
- By-Laws Committee: This committee will draft by-laws for the revival of the NGSP and will receive support from relevant legal professionals.
- Political Outreach Committee: This group will plan a strategy for engaging with the Ministry of Law and key political figures to get the agenda on the floor of the National Assembly.
- Provincial Committees: These committees will be responsible for the revival of provincial geological societies. The provincial committees will work in coordination with the main movement.

4. Next Steps and Future Planning
- National Geological Society of Pakistan (NGSP) Revival: The committee for the retrieval of NGSP will be established. This is the first and most critical step.
- Pakistan Geoscience Council (PGC) Vision: The meeting will clarify how the revival of the NGSP will serve as the foundation for the ultimate goal of establishing the PGC.
- Using the Registered Platform of Geoscientist Society Gilgit Baltistan: As till now, we have no registered platform to represent on higher forums, so we can use its platform and bank account for financial matters.
- Announcement of Next Working Plan: A clear plan of action for all committees will be announced at the end of the session.
- Follow-up Meeting: The date for the next follow-up meeting will be confirmed.
5. Closing Remarks: Brief concluding remarks by the chairperson to close the session. Any required agenda item with the permission of the chair of the session

DISCUSSED POINTS:
- Alignment with Minerals Policy:
- As per Pakistan’s Mineral Policy, a self-regulating professional body of geologists must be established in line with international standards.
- It was agreed to approach the Establishment Division, offering support for this initiative, which will contribute to the creation of the PGC.
- Higher Education Commission Resolution:
- A past resolution by HEC recommended the establishment of a self-regulated geology body.
- Despite efforts by Dr. Fuzail Siddiqui and later Dr. Mirza Shahid Baig with large geological representation with him, no action was taken.
- A follow-up strategy is required to revive this resolution and pursue formal engagement with HEC.
- University Endorsements:
- Vice Chancellors and Heads of Geological Departments should write letters to HEC reaffirming support for the resolution and urging implementation.
- Government’s Role:
- Participants emphasized that it is the government’s responsibility to establish such a body.
- Political outreach and use of professional platforms are essential to exert influence.
- Revival of NGSP:
- The dormant but registered NGSP, led by Prof. Dr. Mirza Shahid Baig (UAJK), should be reactivated.
- Its platform and bank account can be temporarily used to advance the movement.
- NGSP vs. PGC Distinction:
- NGSP revival will serve as a stepping-stone.
- PGC will be an independent regulatory council; both bodies should remain distinct in their functions.
- Federal Core Committee:
- A central federal committee must be formed immediately to oversee the movement.
- All members present volunteered to be part of this body.
- Specialized Committees:
- Subcommittees under the Central Core Body will be formed for specific domains (constitution, academia, industry, petroleum sector, government organizations).
- Each committee will be assigned tasks and present progress in the next meeting.
- Coordination with PEC:
- As geology closely relates to engineering, PEC (Pakistan Engineering Council) should be taken into confidence and engaged strategically.
- Membership Campaign:
- A membership drive should begin immediately to create a comprehensive geologists’ database across Pakistan.
